Water Utility Workforce Competency Framework Development, Indonesia

PUB Consultants (PUBC), in collaboration with the Singapore Water Centre (SWC), provided advisory services to a regional water utility in Indonesia to strengthen its workforce capacity and establish itself as a leading water utility training centre for the country.

Drawing on the experience of PUB's Singapore Water Academy (SgWA), PUBC conducted a baseline assessment of the client's existing training practices, identified key gaps, and recommended the adoption of a structured, competency-based training framework modelled after SgWA's approach.

The engagement included a gap analysis of current training programmes, the design of a comprehensive competency framework, and the initiation of a 100-day pilot project focused on one of the client's major water treatment plants. The pilot was designed to equip the client's training team with the methodology and skills needed to progressively replicate the framework across the entire organisation. PUBC provided ongoing guidance through fortnightly consultations and reviewed training materials developed by the client with reference to SgWA's curriculum.

The engagement aimed to enable the client to deliver structured, position-specific training to its workforce, retain institutional knowledge, and ultimately serve as a regional hub for water utility capacity building across Indonesia.
