Desalination Plant Technical Advisory and Water Supply Network Management, Pacific Island Nation

PUB Consultants (PUBC), in partnership with the Singapore Water Centre (SWC), provided technical advisory services to the national water utility of a Pacific island nation to address critical water supply challenges. The engagement covered two key areas.

First, PUBC conducted a targeted technical review of hydrogen sulphide (H₂S) contamination affecting a newly constructed seawater reverse osmosis desalination plant, identifying the root causes of the problem and recommending both short-term remediation measures and longer-term options to restore the plant to full operation.

Second, PUBC assessed the management of water supply across an aging distribution network, providing practical interim recommendations to reduce water losses and improve service reliability while a full network replacement programme is underway. The engagement also included recommendations on water quality monitoring, operational capacity development, and the transition of plant operations to the client upon expiry of the existing contractor arrangement.

Drawing on PUB Singapore's deep expertise in desalination operations and network management, PUBC delivered actionable, context-sensitive solutions to support the client in strengthening the resilience and sustainability of water supply services.
